Stable Prices, Rising Costs for Specialized Vehicles, and the Vanishing Test Lanes for Older Cars Highlight This Year’s Findings

This report offers a detailed analysis of statewide pricing trends and sheds light on emerging, expensive shifts in the smog-check industry.
Despite broader economic pressures, the report shows that the core cost of a smog check in California remained highly consistent throughout 2025. Based on our extensive statewide testing data—which compiles prices from over 1,200 Smog Check providers across California—the average cost for standard gasoline vehicles model year 2000 and newer was $56.38 (Including the $8.25 certificate), a price point nearly unchanged from the previous year.
High-Cost Regions Remain Consistent
Our 2025 report confirms that your location is still the largest factor in pricing. The report identifies regions with high operating expenses and tight station density as the most expensive:
San Francisco County leads the state.
San Mateo, Santa Clara, and Orange counties follow closely behind.
These county-level price differences are directly linked to higher local costs for shop rent and labor.
The Premium Tax: Hybrid and Diesel Owners Pay More
The most significant trend we observed was the increasing cost premium for non-standard gasoline vehicles. Testing these specialized vehicles requires unique procedures, extra time, and different equipment, driving up the final price:
Hybrid Vehicles: Owners of hybrid vehicles paid an average premium of $7.63 over standard gasoline cars due to the specific diagnostic and readiness procedures required.
Diesel Vehicles: Diesel owners faced an even higher average premium of $16.75 compared to gasoline vehicles. This is partly due to the rigorous visual and functional checks required, especially for commercial trucks.
The Vanishing Test Lane: Older Vehicles Face Higher Costs and Less Availability
A concerning shift emerged for owners of older vehicles: it is getting more difficult and expensive to find a place to test.
Equipment Retirement: Smog Check stations are increasingly retiring the older, complex testing equipment—specifically the BAR-97 Emission Inspection System (which includes dynamometer capabilities) that is mandatory for testing pre-2000 vehicles. This reduction in specialized test equipment is limiting options for drivers.
Skyrocketing Costs: As a direct result of this reduced availability and the extended time required for testing, prices have risen:
Drivers of 1996–1999 vehicles paid $90 or more for their smog checks in 2025.
1995 and older vehicles incurred an additional $25–$30 charge for the mandatory Low Pressure Fuel Evaporative (EVAP) testing.
SmogCheck.com forecasts that the number of stations equipped and willing to service pre-2000 vehicles will continue to decline statewide.
Looking Ahead: The 2026 Price Forecast
Based on current inflationary trends, forthcoming regulatory updates, and the ongoing retirement of older test equipment, SmogCheck.com projects that the average smog check cost in California will reach approximately $60 in 2026.
