Why is it called a “smog check” and not a “smog test”?

In California, the official name of the program is the Smog Check Program, as designated by the California Bureau of Automotive Repair (BAR). While “smog test” is commonly used in casual conversation, “smog check” is the legal and regulatory term used in all state documents, DMV paperwork, and inspection stations.
